The CT Folk Fest and Green Expo is set to return next month on September 6 at Edgerton Park in New Haven. This annual event brings together live music, food trucks, and a variety of artisan vendors through the "Green Expo." By increasing the number of highly skilled legal practitioners and boosting the capabilities of institutions, Ghana has the potential to boost economic development, boost business trust, and reinforce the rule of law, which is essential for long-term GDP growth.

Demands to reform Ghana's legal education system are not recent. The initial major initiative dates to the early 2000s, when public dissatisfaction with restricted access to the Ghana School of Law started to grow.

For many years, important stakeholders such as the General Legal Council, legal scholars, students, civil society organizations, and Members of Parliament have expressed worries regarding the narrowness and inflexibility of Ghana's legal education system.

The 2011 Report from the Legal Education Committee and the 2018 Parliamentary Petition initiated by frustrated LLB graduates represented key turning points. These initiatives led to increased public involvement following viral demonstrations in 2019 and 2021, during which numerous eligible law students were barred from entering despite having passed the entrance examinations.

In 2022, the General Legal Council addressed the issue by examining its admission standards and started exploring decentralized approaches. During the same year, the Ministry of Justice and the Office of the Attorney General launched discussions with interested parties to develop a detailed Legal Education Reform Bill, setting the stage for the 2025 Legal Education Reform Bill.

This legislation has received strong political support: as majority chief whip, Rockson-Nelson Dafeamekpor stated openly, “We have been fighting this battle since around 2018… this bill will remove the obstacles” and create “as many legal professionals as needed” through exams held twice a year.

Ghana's present system allows approximately 28–29 percent of LLB graduates to enter professional legal training annually. This limitation, maintained by the Ghana School of Law's exclusive control, has been widely regarded as restrictive.

On the other hand, countries such as Nigeria achieved an 84% bar pass rate in April 2025. Kenya's pass rate is still low at 18–22%, although certain universities like Mount Kenya University have reported success rates reaching up to 96%. In the United States, between 80–90% of law graduates ultimately pass the bar exam, while in the United Kingdom, the Solicitors Qualifying Examination (SQE) has pass rates of 50–60% for the first stage and 61% for the second. Ghana's access rate is one of the most limited in Africa and is considerably lower than global standards.

The Legal Education Reform Bill presents a courageous approach. It suggests decentralizing professional legal training by allowing recognized public and private universities—like the University of Ghana, KNUST, GIMPA, and others—to provide bar-track programs under the supervision of the General Legal Council.

The existing single annual bar exam will be changed to a twice-yearly test, providing more chances for eligible graduates to move forward. The East African Community (EAC) has taken over the rotating chairmanship of the COMESA-EAC-SADC Tripartite Task Force (TTF) at a crucial time, reigniting hopes for a more unified and integrated regional trade system. However, a central question remains: can this leadership role help the EAC overcome its internal challenges and lead to a genuinely tariff-free region? The TTF unites three major Regional Economic Communities (RECs): the Common Market for Eastern and Southern Africa (COMESA), the East African Community (EAC), and the Southern African Development Community (SADC). It was created to coordinate the implementation of the Tripartite Free Trade Area (TFTA). Launched in 2015, the TFTA aims to promote market integration, industrial growth, and infrastructure development across 29 African countries, serving a population of over 700 million. Yet, almost a decade later, progress has been slower than anticipated due to ongoing non-tariff barriers, delayed ratifications, and a lack of unified customs systems among member states. On July 25, 2024, the TFTA Agreement officially came into effect after securing the necessary 14 ratifications. However, the real challenge lies in putting the agreement into practice, a task now entrusted to the EAC as it assumes the TTF's leadership. EAC Secretary General, Ms Veronica Nduva, speaking at a high-level roundtable in Malabo, Equatorial Guinea, on July 14, 2025, advocated for a continent-wide resource mobilisation strategy to replace fragmented efforts that have hindered progress. "We must abandon disjointed approaches. Africa needs a harmonised strategy for resource mobilisation to effectively implement Agenda 2063," she stated. "We see the TFTA as a strategic tool to deepen integration, boost competitiveness, unlock intra-African trade, and advance inclusive industrialisation," she added. Ms Nduva also highlighted the importance of blended financing models involving public, private, and philanthropic capital, along with the use of technology to enhance coordination and accountability. The big question While the EAC’s assumption of leadership is diplomatically significant, the bloc has faced difficulties in implementing its integration protocols. Several EAC Partner States have previously failed to uphold agreed tariff removals, leading to internal trade disputes and delays in harmonisation efforts. Trade tensions between Kenya and Tanzania over products such as sugar, maize, and milk have revealed the inconsistent application of EAC trade rules, undermining the bloc’s credibility in broader integration efforts. According to Dr Paul Omollo, a regional trade policy analyst based in Dar es Salaam, the EAC must first address its shortcomings. "The EAC has made impressive commitments on paper. But implementation remains its biggest weakness," Dr Omollo told The Citizen by phone. "Taking over TTF leadership is significant, but the EAC must back that up with real reforms at home. It must demonstrate that regional integration can work, starting with its borders." What does chairing the TTF mean? Assuming the TTF chairmanship places the EAC in charge of guiding the finalisation of tariff offers, adoption of rules of origin, and encouraging ratification by the remaining states. The bloc is also expected to lead the revival of the TFTA’s industrial development pillar, one of its key components. "Our focus is to ensure that the TFTA becomes fully operational, not just in name but in action," said Ms Nduva. "We are pushing for the ratification of both the trade and movement of businesspeople agreements," she said. Experts believe this leadership position could allow the EAC to influence harmonised customs policies, coordinated infrastructure investments, and the development of joint industrial zones, provided there is strong political will among member states. "The TFTA could be a game-changer if it builds synergies across the three RECs," said a policy adviser at TradeMark Africa, Mr Humphrey Ramela. "The EAC’s leadership is timely. But success depends on aligning national interests with regional ambitions," he added. Another key theme from the Malabo roundtable was financial independence, with Ms Nduva reiterating the need for African nations to reduce reliance on external donors and adopt African-led financing models. "Austerity must go hand-in-hand with innovation. Resources allocated for development must be managed with discipline and efficiency," she noted. The African Union Commission Chairperson, Mahmoud Ali Youssouf, echoed this sentiment, urging member states to finance their development agendas and adopt the instruments required to operationalise the TFTA by the time of the next Tripartite Council of Ministers meeting. "African ownership is not optional; it is the only path to sustainable development," said Mr Youssouf. ADDIS ABABA - The continent's young population and growing digital movement place Africa in a position of both risk and opportunity to drive advancement toward the Sustainable Development Goals (SDGs), as highlighted in the UN's 2025 SDG report.

Only one-third of the goals are making adequate progress, according to the report, with five years left until the 2030 target. Specialists are pushing for the elimination of obstacles that prevent nations from carrying out the SDGs efficiently.

"A global development crisis is underway. Approximately 800 million individuals continue to reside in extreme poverty, facing worsening climate challenges and ongoing debt obligations that deplete the funds nations require to support their populations," stated UN Secretary-General António Guterres during the report's release.

Although there have been continuous global challenges, such as conflicts, climate change, and health crises, the report points out that millions of people have experienced better living conditions in the last ten years. More individuals in Africa and other areas now benefit from electricity, clean cooking methods, and internet connectivity. Social safety nets have grown to include more than half of the world's population, marking a major increase compared to ten years ago.

In Africa, however, development has faced challenges due to multiple intertwined issues, including high debt and decreasing assistance, along with ongoing disparities. Nevertheless, the report highlights the continent's distinct opportunities, stating, "With the youngest population globally and a rapidly growing digital economy, the continent is both at risk and full of potential."

Meeting the SDGs in Africa will demand more than just internal changes. The report emphasizes the need for renewed global unity, addressing debt issues, reducing conflicts, and making focused investments in the continent's young population.

To avoid further decline, the report recommends strong collaborations and funding for climate adaptability, job opportunities for young people, healthcare infrastructure, education, and initiatives promoting peace to support long-term development.

Adding to the difficulty, official development assistance (ODA) decreased by over 7 percent in 2024 following five straight years of increase. Further reductions are expected in 2025, increasing the strain on nations already facing unprecedented debt repayment obligations.

Extreme deprivation persists, impacting one out of every ten individuals worldwide. As per the report, sub-Saharan Africa and regions affected by conflict still face the greatest challenges as recent emergencies hinder advancement.

The Deputy Secretary-General of the United Nations for Economic and Social Affairs, Li Junhua, highlighted that the global community must act with determination, not despair. "We possess the expertise, resources, and collaborations necessary to bring about change. What is required now is active multilateralism—a renewed commitment to collective accountability and ongoing investment."

"In the next five years, it will be decided whether we rise to face this challenge or fall even further behind. Let us take advantage of this crucial period to recommit, to take action, and to achieve results," Li added.

To drive significant change, the report outlines six key focus areas: reinforcing agricultural systems, increasing energy availability, speeding up digital progress, boosting education, generating employment and improving social safety nets, and promoting climate and ecological conservation.

Focusing on broken commitments,EPSsaid, "Stalin pledged to formalize part-time educators but did not follow through after assuming power. That's his contradictory approach. They also halted the free laptop initiative for students in government schools. When"AIADMKcomes back to power, we will start distributing laptops again.

Under the 100-day job initiative, he mentioned, "It has now been cut down to only 50 days. The central government has repeatedly requested information, but the state government is not providing it."

Japanese Traveler Anxiety Rises Amid China's Espionage Arrests

Five of the 17 Japanese citizens arrested recently in China on allegations of espionage or other offenses since 2015 remain incarcerated in Chinese prisons.

The detention and legal action against Japanese nationals inChinais increasing public worry and discouraging visits,JapanThe government has issued a warning, with scholars and business professionals stating they are either implementing safeguards or refraining from travel entirely.

Tokyo voiced its worry on Wednesday following a Beijing court's decision to sentence a Japanese worker from the pharmaceutical company Astellas Pharma to three years and six months in prison for espionage.

A man, whose name has not been disclosed but is said to be in his sixties, was first arrested in March 2023 while he was getting ready to depart China after being employed there. He wasindicted last August, and the initial court appearance in his case occurred three months later.

The court hearing held on Wednesday was closed to the media, although representatives from the Japanese embassy in Beijing were allowed to be present, according to Jiji Press.

It is deeply regrettable that a guilty verdict was handed down," said Japanese Ambassador to China Kenji Kanasugi to reporters following the court session. "We will keep strongly advocating for his early release and provide him with all possible support.

Later in the day in Tokyo, a spokesperson from the foreign ministry stated that the detention of Japanese citizens "has emerged as a significant obstacle to people-to-people interactions ... and progress in public opinion," according to Jiji Press.

The official urged China to "increase the openness" of its legal processes, considering that the hearings in this case have taken place in secret and limited evidence has been disclosed.

As per the foreign ministry, 17 Japanese citizens have been detained in China on allegations of espionage or other offenses since 2015. Five are still incarcerated.

In 2014, Beijing implemented stringent anti-espionage laws and urged citizens to alert authorities about potential risks to national security. Critics argue that the legislation is ambiguously written, allowing for wide-ranging interpretations regarding what constitutes a threat to national security.

"I would never go to China, whether for business or a holiday," stated Ken Kato, a businessman based in Tokyo who also serves as a director at Human Rights in Asia and is known for his strong criticism of arbitrary imprisonment by governments in the area.

"I have been frequently cited regarding my human rights efforts, and I believe it's highly probable that I would be detained if I attempted to enter China," he stated to This Week in Asia.

I believe many Japanese individuals look at this kind of news and feel hesitant about visiting a country where they might face numerous inquiries and possibly be detained for several years.

Data regarding Japanese residents in China supports this. In 2018, over 140,000 Japanese people were living in China. Last year, as reported by the Nikkei newspaper, this number had decreased to 97,538.

Japanese executives sent to China to operate in regional offices are reportedly seeking different assignments, mainly because of assaults on their relatives in recent years.

Assaults on Japanese

Last June, a Chinese individual attacked a Japanese woman and her child while they were waiting at a school bus stop in Suzhou, using aChinese woman who eventually succumbed to her injuriesShe continued to struggle while attempting to safeguard the child. Maya Hamada, a Chinese literature professor at Kobe University, traveled to China in late April to participate in an academic conference in Fuzhou and acknowledged that she took necessary measures before departing Japan.

I have been to China many times, and I wouldn't claim to be anxious about going there, but I am cautious about my words and actions during my visits. I also opted for a short-term tourist visa this time, which I believe is more secure than entering the country on a work visa," she mentioned.

I also feel secure because I am studying Chinese literature, which is not contentious, but professors in fields like politics, economics, or international relations, for instance, need to be more cautious.

Several instances have occurred where Chinese scholars studying at Japanese universities were held in custody following short trips back to their native country.

Among the most notable individuals who vanished was Yuan Keqin, a faculty member at Hokkaido University of Education, who was arrested in 2019 and later accused of espionage. In May of last year, a court in Jilin province handed down a six-year prison sentence to him.

This policy is harmful as it only damages the relationship between China and Japan and likely harms China more," stated Kato. "Businesspeople are unwilling to visit; professors no longer feel secure and cannot collaborate with Chinese scholars; and no Japanese individual wishes to travel there due to the fear of potential arrest.

Maybe it's time for Japan to enact comparable espionage laws and begin detaining Chinese individuals so we can facilitate prisoner swaps.

"It makes sense to consider the fentanyl problem as a possible 'third stage' in U.S.-China discussions, especially considering its growing political significance in Washington," noted Matteo Giovannini, senior finance manager at the Industrial and Commercial Bank of China and a non-resident associate fellow at the Centre for China and Globalisation, a think tank based in Beijing.

Although not typically a trade issue, the fentanyl crisis has become a central national security and public health matter in the US, making it a topic that can be addressed in wider bilateral discussions.

Fentanyl is a potent synthetic opioid. It has emerged as the primary cause of death among individuals between the ages of 18 and 45 in the United States, as reported by the nation's Drug Enforcement Administration.

Washington, which holds China responsible for the crisis, imposed a 20 percent tax on Chinese products on March 4.

Further discussions also appeared to avoid addressing the issue – the initial round resulted in a 90-day ceasefire and the reduction of most taxes, while the second session in London focused on the mutual elimination of export restrictions.

On Thursday, a representative from China's foreign ministry called on Washington to "pursue discussions rooted in equality and mutual respect" if it aimed to resolve the issue.

Nick Marro, the chief economist for Asia at the Economist Intelligence Unit, stated that fentanyl serves as a means for both nations to gain time while working to address more fundamental conflicts.

"If we observe certain types of pacts regarding fentanyl, it doesn't indicate that economic disputes have been resolved," he stated.

It simply indicates that these trade disputes have been postponed once again and will resurface at some point in the future.

Marro cautioned that the U.S. continues to face several structural issues with China, which have often been discussed during talks, such as market restrictions, strict data regulations, and worries about overcapacity and deflation.

Stephen Olson, a former U.S. trade negotiator, mentioned that China could provide purchase agreements during upcoming talks in return for certain concessions, with some reduction in tariffs possibly being enough.

"Especially if these commitments are in sectors that China would likely import regardless, such as soybeans, it may not be a significant compromise for China to make, as long as the purchasing levels are reasonable," Olson stated.

Comments from notable US officials appear to back this theory. Stephen Biegun, the US deputy secretary of state from December 2019 to January 2021,mentioned at the Aspen Security Forumon Wednesday, it was stated that the upcoming US-China trade agreement "is very likely to be similar to" the first-phase deal finalized in January 2020, in which China pledged to purchase an extra $200 billion worth of American products over a two-year period.

But in that agreement, Olson stated, nearly all the compromises were in China's favor — and "there's no way" Beijing would agree to a similar deal.

This time, China must show that it has also obtained benefits from the US, and a significant decrease in tariffs is likely to be high on their agenda.

Giovannini stated that the present bilateral relationship is more complex than previously, encompassing matters beyond trade such as national security,technology competition and global alliances.

"Any new agreement is expected to cover a wider range but be more adaptable in structure, focusing less on monetary amounts and more on consistent systems for handling disagreements," he stated.

On Tuesday, U.S. Treasury Secretary Scott Bessent stated to Bloomberg TV that the two nations were "in a very good position" before an anticipated meeting, noting it would be crucial to "proceed and discuss China's market liberalization and the growth of domestic and consumer production within the country."

India's 2036 Olympics Medal Plan Unveiled at Khelo Bharat Conclave

New Delhi [India], July 17 (ANI): Union Minister of State for Youth Affairs and Sports,Mansukh Mandaviya, on Thursday, detailed India's plan to emerge as the leading nation in terms of medal count at the 2036 Summer Olympics and Paralympics.

At the Khelo Bharat Conclave, participants included representatives from the National Sports Federations, the Paralympic Committee of India, the Indian Olympic Association, various institutions, leading corporate entities, and prominent figures in Indian sports administration. They engaged in a full-day discussion focused on positioning India as a global sporting power by 2047, as stated by the Sports Authority of India (SAI).

The dynamic gathering addressed multiple core areas outlined in theKhelo Bharat Niti2025 (sports policy). Discussions focused on the significance of effective governance and the forthcoming Bill set to be introduced during the Monsoon session of Parliament beginning on July 21.

While competitors continue to be the central focus of theKhelo Bharat Niti, the government has emphasized the part that National Sports Federations, state governments, and corporate entities must take to enable India to rank within the top 10 countries in the 2036 Summer Olympics and Paralympics.

Mandaviya stated, "Sports is a collective effort. We can establish objectives and attain them only through collaboration. "Now we have a chance to leverage sports and through the implementation of this comprehensive strategy, India can excel in the entertainment sector, create employment opportunities, and truly guide the youth of India," stated Khadse.

Mandaviya has placed the responsibility on the National Sports Federations to take charge and initiate the process of effective governance with urgency. "We need to immediately evaluate our current status and where we aim to be. Initially, I request the NSFs to submit a five-year policy by August, after which we can create a 10-year strategy. With the Asian Games scheduled for 2026, we require a comprehensive approach since our goal is not only to secure medals at the Olympics but also to transform sports into a commercial asset, inviting the world to compete in India and promoting sports tourism in Ladakh and Jammu and Kashmir."

Although the importance of effective governance was highlighted, there were intense debates on creating quality coaches, training competent sports administrators, promoting the sports goods industry, and addressing the issue of doping. The sports ministry's "nation-first" strategy has called for a strong commitment from national sports federations and encouraged sports organizations to outline "three good governance initiatives" by August 29, theNational Sports Day.

The achievement of putting into practice theKhelo Bharat NitiIt depends on the effectiveness of our implementation of the initiatives. We are pleased to offer full support to National Sports Federations, but moving forward, we will consider performance-based funding. This approach will ensure that we remain focused and committed to our planning and management of the sport," said Mandaviya.

The ministry requested NSFs to maintain a proper schedule of events to ensure athletes avoid logistical problems.

Towards a Viksit BharatThe sports ministry is concentrating on a three-tiered integrated talent development pyramid, beginning with schools and culminating in the planned Olympic Training Centres. The government has already presented a five-year strategy (2026-27 to 2030-31), which will start with residential sports schools engaging over 16,500 students. These students will have the chance to advance to the intermediate level (over 6,500) and eventually move to the elite category, which will support more than 1,300 aspiring international medal contenders.

Mandaviya has highlighted the importance of states in the process of nation-building. Considering the vast challenge of transforming India's vision into a leading force in global sports, the government has proposed entering into agreements with states, schools, and corporations as needed to achieve sustainable outcomes.
