When the International Development Research Centre (IDRC) funded- Growth and Economic Opportunities for Women (GrOW) East Africa initiative began, the challenge was clear. Across Kenya, Uganda, Tanzania, Ethiopia, and Rwanda, millions of women faced the same barriers: unpaid care work, gender-segregated labour markets, and locked-out procurement opportunities. The initiative promised something different, evidence that could break these cycles.

For five years, fifteen research teams across the region spent years generating evidence, crafting policies, and proving what works for women’s economic empowerment. The GrOW East Africa chapter has now closed, and the evidence is overwhelming. Now comes the part that determines whether the five years of work will transform lives or gather dust.

The results speak volumes.

In Tanzania, women’s participation in public procurement jumped from 12% to 85% after targeted training. In Uganda, market-based childcare centres freed up women’s time for income-generating activities. In Kenya, the Kidogo childcare model not only empowered women entrepreneurs but also sparked the creation of Nakuru County’s first Child Care Facilities Act.

Each of the fifteen GrOW projects delivered policy wins. Some influenced national frameworks. Others shaped county-level regulations. A few triggered international conversations about unpaid care work and gender-based labour market segregation.

Patricia Wekulo from the African Population and Health Research Center (APHRC) smiled as she recounted Kenya’s journey. ‘’Nakuru County had no clear policy framework for childcare facilities before our study. Now they have legislation.’’

In Tanzania, Vivian Mkaazi, a senior researcher at the Economic and Social Research Foundation (ESRF), watched government officials participate directly in training sessions with women entrepreneurs. ‘’The Ministry of Gender embraced the project. They wanted to own it.’’

As experts rightfully noted, evidence and policies are only the beginning. During the GrOW End-of-Project Workshop held in Nairobi, Kenya, stakeholders came together not just to celebrate successes, but to interrogate what it will take to move from research to real change.

The answer, according to many, is clear: political will. Without it, all the evidence generated risks gathering dust on shelves. As Dr. Annet Mulema, senior program officer at the International Development Research Centre (IDRC), rightfully put it, without strong implementation, policies remain promises.

Gilbert Sendugwa, Executive Director of Africa Freedom of Information Centre (AFIC)raised the question that hung over the entire workshop.

‘’What I would have loved to hear more about is how the political will was mobilized within these projects. Because that is needed everywhere. The how of mobilizing political will and maintaining it through the implementation phase—I would have loved to know more, knowing there are implementation gaps after policy creation,” he said.

According to Sendugwa, political will is not just about getting leaders to sign documents; it is about motivating them to take action, sustained commitment through budget cycles, administrative changes, and competing priorities. It is about enforcement when compliance lags. It is about fighting corruption when it undermines policy effectiveness.

The workshop revealed promising directions. In enforcement and compliance, regulators now have tools to ensure policy implementation. For scalability, innovative solutions like the Kidogo model prove that successful interventions can be replicated across contexts. Several projects identified cultural barriers as persistent challenges.

As Dr. Hellen Otieno from Strathmore University notes, changing norms requires multi-layered approaches involving communities, private sector partners, and sustained advocacy. The evidence base now exists to design more targeted norm-change interventions.

Women’s enterprises need formalization to access public procurement opportunities, requiring collaboration between government registration systems and private-sector mentorship programs. Several GrOW projects demonstrated successful models for such partnerships.

The workshop highlighted multiple collaboration opportunities. Research institutions can partner with implementing organizations to scale successful models. Government agencies can work with private sector players to formalize women’s enterprises. Regional bodies can facilitate knowledge sharing across borders.

But collaboration and research mean little without sustained political commitment. Political will grows when stakeholders see tangible benefits. The GrOW projects succeeded partly because they demonstrated clear value to multiple constituencies, not just women, but families, communities, and local economies.

Maintaining that political will requires continuous engagement, regular success stories, and visible champions at every level of government, Sendugwa noted. The evidence is there. The policies exist. The question now is whether countries will seize this moment to transform millions of women’s lives.

Joint Secretary of MoRD Reviews ASRLM Initiatives During Assam Visit

Guwahati ( Assam ) [India], July 4 (ANI): Smriti Sharan, Indian Postal Service (IPoS) Joint Secretary to the Government of India, Ministry of Rural Development (MoRD), visited Assam on Wednesday to review and assess gender-focused interventions under the Assam State Rural Livelihoods Mission (ASRLM). She was accompanied by Sunandita Banerjee, Consultant from the National Mission Management Unit, DAY NRLM.The visit was marked by the presence of Kuntal Mani Sharma Bordoloi, IAS, State Mission Director, ASRLM, who extended a warm welcome to the Joint Secretary and led the review deliberations. Discussions centred on the functioning of the Gender Resource Centre and the Nari Xuraksha Kokh, both crucial in tackling gender-based violence and promoting equity and empowerment at the grassroots level.As part of the visit, the Joint Secretary also conducted a comprehensive review of the State Mission Management Unit (SMMU), ASRLM. She interacted with senior officials, assessed the status of gender initiatives under ASRLM, and examined the progress of policy implementation, training rollouts, and convergence frameworks. She appreciated the structured efforts being made by the SMMU team and encouraged further strengthening of institutional capacities to deepen the gender discourse across the state.Later in the day, the Joint Secretary participated in the Training of Trainers (ToT) Programme on the 17 Gender Modules, held at the Don Bosco Institute of Management, Kharghuli. The event witnessed active participation from District Functional Experts (DFEs) from across Assam and senior functionaries from the Mission.

The programme was conducted in the esteemed presence of Kuntal MS Bordoloi, who emphasised the importance of gender-responsive training and local leadership.During her interaction with field-level functionaries, Sharan praised the DFEs for their frontline work in addressing critical issues such as gender-based violence, child marriage, and school dropouts in rural Assam . She acknowledged the challenges and reaffirmed MoRD's commitment to supporting grassroots innovations. She also reiterated support for Chief Minister Himanta Biswa Sarma's vision to eliminate child marriage in Assam by 2026, recognising the vital role of ASRLM in achieving this target.The Joint Secretary especially appreciated the convergence approach adopted by ASRLM in collaboration with the Women and Child Development (WCD) and Health departments. She noted that such integrative efforts are crucial for developing sustainable, community-driven solutions to gender-based challenges.Sharan expressed heartfelt appreciation for ASRLM's inclusive, SHG-led model of women's empowerment and acknowledged the dedicated efforts of the team. Editorial: Democrats Unashamed in Reversing Special Activity Funds Cut

The Democratic Party often seems to have no shame. They flip their words and actions overnight without hesitation. Their double standards are nothing new, but the party’s sudden reversal on the presidential office’s special activity expenses clearly shows their lack of integrity and conscience.

Last November, when President Lee Jae-myung was party leader, the Democratic Party cut the entire 8.2 billion won special activity expenses budget for the presidential office during a National Assembly budget committee meeting, calling it “a waste of money.” Now in power, Lee has completely reversed his position and insists the funding is necessary. The party announced that the supplementary budget would restore these expenses, just seven months after eliminating them entirely.

According to budget subcommittee documents, Democratic lawmaker Jo Seoung-lae said the funds cover activities closely linked to national security and require strict confidentiality. He called for an increase to ensure smooth government operations. While no exact amount was mentioned, other party members agreed. What was once dismissed as unnecessary is now considered essential, with the budget likely to return at tens of billions of won.

Under Article 44 of the National Finance Act, special activity expenses fund certain government operations. This includes condolence money, rewards, and farewell payments given by the president, as well as secret security activities carried out by the National Security Office. The funds are meant to support sensitive or overlooked areas of government work. Yet the Democratic Party cut the entire budget.

When the People Power Party raised objections at the time, President Lee dismissed them, saying it was absurd to claim the government could not operate without these funds. Former Democratic floor leader Park Chan-dae also said cutting the expenses would not paralyze the government. At the same time, the party left untouched the National Assembly’s own 980 million won in special activity expenses and 18.5 billion won in discretionary funds. The party now says the presidential office can use the funds if it provides justification and follows transparent procedures. But they say nothing about why they cut the funds before.

Special activity expenses are necessary regardless of who is in power. The Democratic Party knew this but cut the budget entirely for political reasons. If they now want to use those funds, they should start by apologizing. That is the least they can do to show responsibility.

CEC Gyanesh Kumar: Bihar's Intensive Voter Revision "On Track" Despite Opposition Fears

Patna (Bihar) [India], July 4 (ANI): Chief Election Commission er (CEC) Gyanesh Kumar on Wednesday said that the Special Intensive Revision (SIR) process in Bihar is progressing smoothly and on schedule, despite concerns raised by opposition parties about possible voter exclusion.Speaking at a training session for Booth Level Officers (BLOs), Gyanesh Kumar said, "The implementation of Special Intensive Revision (SIR) in Bihar is running as per schedule with the active participation of all election staff and all political parties in a transparent manner. Despite apprehensions of some persons, SIR will ensure that all eligible persons will be included."The Special Intensive Revision is a focused voter list update exercise conducted by the Election Commission of India (ECI) to ensure electoral rolls are accurate ahead of upcoming elections.Opposition parties, including the Rashtriya Janata Dal ( RJD ), have expressed concern that the SIR process may be misused to disenfranchise voters, particularly the poor and marginalised communities.In response, the ECI stated that the exercise is being conducted strictly in line with the provisions of Article 326 of the Constitution and the Representation of the People Act, 1950. It said the aim is to remove ineligible entries while ensuring that no eligible voter is left out."Commission stated that SIR is being conducted in accordance with provisions of Article 326, RP Act 1950 & instructions issued on 24.06.2025. Party representatives raised concerns related to SIR. Each concern which was raised by any member of PP was fully addressed by the Commission," the ECI said in an official post.The Commission also clarified that while some party representatives had prior appointments, others were allowed to join the meeting without one."Some of the participants were given an appointment and others were allowed to join in without any prior appointment as Commission decided to meet two representatives from every party so as to listen to all views," the statement said.The ECI assured that the SIR would be conducted transparently and fairly, with measures in place to assist vulnerable groups, such as senior citizens, persons with disabilities, and the economically vulnerable. A group of 18 leaders from 11 political parties met with the Election Commission ers regarding the upcoming Bihar elections. The exercise has faced heavy criticism from the opposition.
